Starting up again on December 7th, the new session of the ... speaking of 1907, here's Senate Bill 146 by Senator Black. Yuck. Marshall Black authored the bill allowing voters to recall city elected officials in 1911 & two yrs later was the 1st CA legislator to be recalled.
