Legislation is fiction. You have to believe it works for it to become an article of faith. Even then, when I was a wee lad begging for scraps and hacking interblags, I figured that if I'd be a criminal, I'd be an honest & polite one. Laws had nothing to do with it.

If you want my cynical opinion, it was either too minor (at the time), or they were building evidence to *make* it a federal case. The Bureau doesn't like sharing with other agencies, or even having to ask them for help.
