I think skills based education isn't a general concern at Gymnasium, but I've never been only spoken to people that have.

A lot of managers I work with started as Azubis and worked their way up the chain.

A lot of companies can train the people they need, rather than having to hunt down skilled workers. Also helps that there are lots of SMEs that are the only large employer in some villages/towns. Apprentices generally don't leave their home towns.
