As for TLS 1.3, the handshake flow needs to be adapted accordingly and a different PRF is needed. But the idea remains the same. It's discussed in the paper (right before Section V.) Maybe I will write a blog post fleshing out the details after the job season...

The main difference is DECO got rid of SGX. But Town Crier does have a nice feature (besides better perf): SGX can generate publicly verifiable proofs, whereas DECO is designated-verifier---only the participants are convinced. I'd say they're complementary.

Visa issues can be really frustrating. Renewing US visas now takes anywhere from weeks to months. Consequently, foreign researchers in the US now have trouble attending conferences *outside* the US if their visas have expired. Many people have to miss CCS for exactly that reason.
